Analysis and Improvement of the Current Legislation on the Right to Eye Health

Abstract
Continuous management of eye health and medical treatment for various eye diseases, including vision loss, have become very important issues at both the personal and national level. However, on a personal level, the main trend is to deal with it by correcting vision through glasses or contact lenses for vision correction.
This trend increases the possibility of worsening eye diseases by simply coping with the symptoms without medical treatment if there is a separate cause of vision loss. In particular, the current system that separates ophthalmic care and eyeglass manufacturing can cause fatal problems to eye health. If so, it can be questioned whether it is appropriate to manage eye health centered on the way of correcting vision through glasses or contact lenses for vision correction. This article deals with this. In response to this question, three issues were reviewed: the necessity of a legal system centered on the right to health of eye patients, the appropriateness of the current regulatory system for eyeglass manufacturing, and the appropriateness of the current eye health professional system. As an alternative, it proposes the enactment of the so-called ¡®Eye Health Act¡¯ as a bill to secure the public¡¯s eye health and the Amendment Bill of ¡®Medical Service Technologists Act¡¯ to delete the contents related to opticians.
